The port economy has great strategic significance for the country's overall economic development. According to Zhang Zhanhai, director of the Strategic Planning and Economics Department of the State Oceanic Administration, as the world's second largest economy and the largest trading nation, more than 90% of China's foreign trade is completed by maritime transportation. Merchant ships are spread over more than 1,200 ports around the world. At the same time, China is also the world's number one port and container throughput, and it is very dependent on international trade and marine transportation.
"This makes the passage of the sea the lifeblood of China's economic development." Zhang Zhanhai said.
Chang Xinghua, deputy director of the Institute of Social Development of the National Development and Reform Commission, pointed out that although China's ports are developing very fast and the hard power is very strong, there are also more homogenizations and more complex and disorderly competitions. The port's legal system, financial innovation, and service standard norms are also relatively lacking. In the port transportation system, issues such as how water and water, water and iron are combined must be further resolved.
Experts attending the meeting believe that the implementation of the “One Belt, One Road” strategy will effectively promote cooperation in the areas of economy, trade, investment, humanities, etc., and bring new opportunities to port development, but how to seize the “Belt and Road” belt The new opportunities that come will require in-depth study. In the next step, the port should take some effective measures to promote transformation and coordinated development.
Long Guoqiang suggested that under the new pattern of port competition, consider adopting the development mode of port clustering, and deeply use information technology to promote port intelligence, create a smart port, and effectively integrate logistics, information flow and capital flow; Let the port be industrialized, in the entire industrial chain, to surpass the development of the logistics industry itself, relying on the port, develop some manufacturing and service industries that are suitable for the logistics industry, realize the integration of the port city, and truly form the port economy; Serve the "One Belt, One Road" strategy, and combine its own characteristics to actively connect with the national development strategy.
Hao Jun, deputy director of the Water Transport Institute of the Planning and Research Institute of the Ministry of Transport, believes that the strategic thinking of the “Belt and Road” is an opportunity for all ports in China. For example, Zhejiang, which has a good marine economic foundation, must take the initiative to dock. Provide greater strategic support for opening up to the outside world, and attach importance to the development value of the port in southern Zhejiang, and vigorously promote the transformation and upgrading of ports such as Pingyang Port.
