A number of international and national shipping functional institutions have successively settled in Shanghai. The aggregation of shipping factors has been significantly accelerated, and the service functions have been gradually upgraded. The construction of cruise terminals and supporting facilities has become increasingly perfect. The number of passengers sent was 341 ships and 822,200, respectively, making it the eighth largest cruise port in the world.

         By 2020, Shanghai will basically build an international shipping center with a high concentration of shipping resources, a sound shipping service function, an excellent shipping market environment, efficient modern logistics services, and a global shipping resource allocation capability. Zhang Lin, deputy director of the Municipal Transportation Commission, said that in order to achieve the "13th Five-Year" development goal of the shipping center construction, the "plan" puts forward the main tasks in ten aspects:

         The first is to further enhance the capacity of the sea and air hub. Promote the construction of follow-up projects for the fourth phase of Yangshan Deepwater Port and Waigaoqiao Port Area, realize the function adjustment of the port area and optimize the berth structure, and improve the layout planning of the deep water port. Promote the optimization of air and air airspace structure in Shanghai, improve the air and ground comprehensive support capabilities of aviation hubs, and enhance the service functions and quality of aviation hubs.

         The second is to continue to improve the collection and distribution system. Improve the capacity of the Yangtze River estuary deepwater channel, promote the high standard of high-grade inland waterway, promote the standardization of the Yangtze River container transportation service and market integration, and expand the water and water transfer business. Optimize the road network in the Waigaoqiao area and improve the connection between the railway and the port area. Improve the layout of ground transportation around Pudong and Hongqiao Airports, and improve the connection efficiency between the airport and the city center and the Yangtze River Delta.

         The third is to play the role of the shipping service cluster. Beyond Gaoqiao, Yangshan-Lingang, North Bund, Lujiazui-Yangshuo, Wusongkou, Hongqiao and Pudong Airport are the carriers to build a unique aviation and shipping service gathering area to bring into play the shipping service industry agglomeration effect.

         The fourth is to enlarge and strengthen the modern shipping service industry. Guide the transformation and upgrading of port and shipping enterprises, promote the expansion of the shipping service industry, and attract various shipping organizations and functional institutions to gather in Shanghai. Promote ship transactions, ship registration, maritime arbitration, shipping consultation and development of the airport service industry.

         The fifth is to develop the shipping finance industry. Improve shipping financing and fund settlement capabilities, and gradually form a shipping financing center and fund settlement center. Promote the development of shipping insurance institutions in Shanghai and promote the innovation of shipping insurance products. Explore the innovation of shipping financial derivatives business. Improve the shipping financial intermediary service system.

         The sixth is to promote the development of the cruise industry. We will improve the cruise ship “one port and two districts” facilities and ancillary services, establish cruise terminal service standards, and promote the convenience of cruise ship supply and port services.

         The seventh is to promote the development of green and safe shipping. Support the energy-saving renovation of port facilities and airport facilities, and promote the application of equipment such as port shore power supply and airport bridge energy. The pilot project of the ship discharge control zone in the Yangtze River Delta waters will be implemented to study and improve the oil product standards of Shanghai Port waters and promote the application of clean energy ship types. Establish and improve the sea and air safety operation guarantee system.

         Eight is to promote the development of smart shipping functions. We will build an international demonstration electronic port, promote the construction of shipping big data, build a comprehensive maritime information management and service platform, promote intelligent port construction, and improve the level of airport logistics information.

         Nine is to cultivate shipping culture. Make full use of the resources on both sides of the Huangpu River to develop a variety of shipping culture industries, develop shipping convention and exhibition industry, build a world-class nautical museum, and develop shipping culture tourism and entertainment projects.

Ten is to strengthen the introduction and training of shipping talents. Improve the supporting policies for the introduction of shipping talents.
