The "Planning" requires that Ningbo-Zhoushan Port will accelerate the integration and deep integration of resources, and actively build the Jianghai Intermodal Service Center to realize the transition from Dagang to Qianggang.
In terms of spatial layout, the “Planning” agreed that Ningbo-Zhoushan Port will generally display the spatial layout of “one port, four cores and nineteen districts”, and rationally expand the port development space to ensure healthy and sustainable development. Give play to the port's agglomeration effect on the marine industry, expand the port's modern logistics, trade services and other functions, and use the policy advantages to promote the construction of the Meishan Bonded Port Area and the Zhoushan Port Comprehensive Bonded Area.
Many experts interviewed by the 21st Century Business Herald stated that the important significance of the plan was to solve the previous competition between Ningbo Port and Zhoushan Port in terms of supply and routes. As a whole, Zhejiang can comprehensively consider the elements and port resources, make the function positioning more clear, avoid the low-end competition development, and help realize the transformation from Dagang to Qianggang.
“Solving the shortcomings of the mechanism makes the resource allocation more reasonable. Dagang becomes a strong port
An important signal announced by the plan is that the integrated development of Ningbo and Zhoushan Port has entered the implementation stage.

After the integration development, for the positioning of Ningbo Zhoushan Port, the “Plan” proposed that Ningbo-Zhoushan Port will focus on bulk energy, raw material transit transportation and container trunk transportation, and actively develop modern logistics, shipping services, port industries, and bonded trade. The functions of strategic reserve, tourist passenger transportation, etc. have developed into a modern and comprehensive port with reasonable layout, sufficient capacity, perfect functions, safe green and coordinated port and city.
Pan Yigang believes that a key component of measuring port modernization is the industrial structure. This requires Ningbo-Zhoushan Port to vigorously develop the inland industry and enhance the capacity of Jianghai cargo transport. After the regional economy forms the center, the port function can be better magnified. In addition, while improving the logistics and transportation capacity, we must also cultivate the information distribution and service capabilities of Ningbo Zhoushan Port.
The "Plan" proposes that the Zhoushan City Port will actively develop the functions of the port-based industry and bulk materials processing trade, and promote the interactive development of ports and industries. To adapt to the development needs of land transportation, the islands on the south side of Zhoushan Island, Putuo, Lushan, Sui and its surrounding areas, as well as the mainland side of Ningbo, plan the transportation function of the land island transportation terminal.

One of the key points in the newly approved Zhoushan Free Trade Zone development plan is to enhance the global allocation of commodities with oil as the core. Ningbo Zhoushan Port is located at the T-shaped intersection of the Maritime Silk Road and the Yangtze River Economic Belt. It is also the centerline of the international main channel and its status cannot be replaced. Zhejiang urgently needs to establish a close and extensive navigation and cooperation relationship with the countries along the “Belt and Road” and the Yangtze River Economic Belt along the Yangtze River.
Increase container throughput
According to the "Plan", the cargo throughput of Ningbo-Zhoushan Port will reach 1.17 billion tons and 1.44 billion tons in 2020 and 2030, with an average annual growth rate of 5.0% and 2.1%.
In terms of cargo throughput, Ningbo Zhoushan Port has been the world's largest port for eight consecutive years. Last year, it became the world's first port with an annual throughput exceeding 900 million tons. According to the latest data in the first quarter of this year, Ningbo Zhoushan Port achieved a large-scale breakthrough in container throughput, reaching 5.88 million TEUs, surpassing Shenzhen Port for the first time, becoming the second largest container port in the world and the top three in the world.
Zhang Handong told the 21st Century Economic Reporter that the port cargo volume is related to foreign trade import and export. Recently, foreign trade has warmed up, which has played a leading role in freight logistics. Whether such a foreign trade situation can continue, it still needs to be observed. In addition, Ningbo Zhoushan Port has opened up new routes and played a significant role in promoting.
According to public information, this year, Ningbo Zhoushan Port has opened four new routes. As of the end of March, the total number of routes increased to 235, of which 112 were ocean-going trunk lines, accounting for 47.7% of the total number of routes, and the number of transit containers in the first quarter increased by 21%.
According to Zhang Handong, the container business is a high-end business with a relatively large value and a high profit margin. However, bulk cargoes such as oil, ore, coal, and grain are the main varieties of Ningbo Zhoushan Port. Compared with cargo throughput, container throughput ranks relatively low. This is one of the places where Zhejiang needs to break through.
According to the “13th Five-Year Plan for the Development of Marine Ports in Zhejiang Province”, container transportation has become the first place in the optimization of cargo transportation during the “13th Five-Year Plan” period in Zhejiang, including accelerating the construction of container terminals in Ningbo, Zhoushan Port, Meishan, Jintang and Chuanshan Port. The container transformation in Beilun Port Area will speed up the preliminary work of the Jianghai Intermodal Container Terminal on the north side of Xiaoyang Mountain, accelerate the formation of a container deepwater terminal cluster, and complete a number of container terminals in the Jianghai (Haihe) Intermodal Operation Area.
